Austroads Guide to Temporary Traffic Management
On 11 December 2019, Austroads released a new 10-Part Guide to Temporary Traffic Management (AGTTM) to improve the safety and efficiency of temporary traffic management on road worksites across Australia and New Zealand. Standards Australia published a significant update to AS1742.3 – Manual of uniform traffic control devices Part 3: Traffic control for works on roads on the same day.
The purpose of temporary traffic management is to establish safe work areas for construction, maintenance and other activities which occur on or near a road. It is most commonly achieved through use of traffic control devices which include signs, traffic signals, pavement markings, traffic islands, or other devices installed with the approval of a road agency. The 10 parts of the new AGTTM provide guidance for the planning, design and implementation of safe, economical and efficient temporary traffic management designs.
The AGTTM draws upon best practice temporary traffic management practice in Australia and New Zealand, to assist road authorities to meet workplace and public safety legislative responsibilities.

Transition arrangements for Queensland
The Department of Transport and Main Roads (TMR) has been working closely with industry, local government and road authorities for several years to improve temporary traffic management practices in Queensland and is pleased to note that many of the Queensland practice initiatives have been incorporated in the AGTTM.
The formal adoption of the AGTTM in Queensland is planned for July 2020. There are several activities that will precede this adoption, including:
- Harmonisation of the current Queensland Manual of Uniform Traffic Control Devices (MUTCD) Part 3: Traffic control for works on roads with the recently released AS1742.3
- Development of a ‘relationship table’ that maps current Queensland MUTCD practices to their equivalent provisions in the AGTTM
- Development and publishing of Queensland Supplements to the AGTTM, noting that TMR will ensure that Supplements only be developed in exceptional cases (such as existing Queensland practices being of a higher standard).
- Defining transition timeframes for sections of the AGTTM which are contingent on Austroads activities that are still in progress, notably the Temporary Traffic Training Framework.
In the meantime, Traffic Management Designers are encouraged to familiarise themselves with the new AGTTM, noting that TMR supports adoption of new provisions when it is evident that improved safety outcomes will result. The mechanism with which this can occur is outlined in Clause 2.2.5 of the Queensland MUTCD Part 3.
TMR will hold workshops and information sessions throughout Queensland, starting in early 2020 and will continue to work with industry to promote adoption of best practices for temporary traffic management in Queensland.
